A sword with Sharpness I cannot be upgraded to Sharpness II using an anvil. Adding the second Sharpness I book will take the exp but it will stay at Sharpness I and will not upgrade.

Same thing if there is a book with multiple enchants, it will add all of the enchants but it will not upgrade any duplicate enchants.
