A crossbow with Piercing I cannot be upgraded to Piercing II using an anvil. Adding the second Piercing I book will take the exp but it will stay at Piercing I and will not upgrade.

Same thing if there is a book with multiple enchants, it will add all of the enchants but it will not upgrade any duplicate enchants.
