A chest plate with Protection cannot be upgraded to Protection II using an anvil. Adding the second Protection I book will take the exp but it will stay at Protection I and will not upgrade.

Same thing if there is a book with multiple enchants, it will add all of the enchants but it will not upgrade any duplicate enchants.
